[The Copenhagen Accord] is a beginning – an essential beginning.” So stated UN Secretary-General, Ban Ki Moon at the close of last week’s Climate Change Conference in Copenhagen. Others were not so charitable. Sudanese official, Lumumba Stanislas Dia-ping, called it "a suicide pact" while Jeremy Hobbs, Executive Director of Oxfam International said it was “a triumph of spin over substance”. In the end, the conference did not even formally adopt the accord, only agreeing to “take note” of the agreement.

Déjà vu is the experience of feeling sure that one has witnessed or experienced a new situation previously although the exact circumstances of the previous encounter are uncertain.
